Dear Mr. Carlbom:

Today is your deadline for announcing whether one wishes to participate in the RCC or not. It thus seems clear that you are intent on proceeding with a one-sided, ill-conceived attempt to create a new Vietnamese Centre--and not to reunify the original Centre that was put in a "dormant" status at Edinburgh. Such being the case, many--I would even say most--of the long-standing members of the Vietnamese Writers Abroad P.E.N. Centre have chosen to stay away from the RCC. (This will be very easy to check: London can bring along the old membership lists that it has received in the past and check them against the RCC participants. And you will be able to see right away how many of the original or old members will be there. In other words, even here--in terms of membership--you are actually dealing with a new Centre.) In such circumstances I believe I have said all there is to say in the past and I need not rehash the arguments here. With this letter I only propose to set the record straight on a number of points which the last few months have borne out.

1. A skewed arbitration

Many of us had thought that with your arbitration, we would have a fair-minded referee who would review the files carefully and take decisions on the merits of the various points of contention. But no, in this case, you have sided with the side of Mrs. Minh Duc Hoai Trinh almost from the very start: you dealt with people who have flouted every ethical standard of International P.E.N. (guilty of e-mail fraud, sending viruses into other people’s computers in an attempt to destroy their files, calling people in the middle of the night to heap abuse on them, court-cited for libel and fined some of the heaviest fines in the history of American journalism, etc.). Just to take one instance: the following persons (Minh Duc Hoai Trinh, Nguyen Huu Nghia, Doan Huu Dinh, Nghieu Minh, Hoai Viet Nguyen Van Huong, Tu Nguyen Tran Van Ngo, Vu Quang Tran, Truong Sy Luong, and Nguyen Manh Bich, practically all of them are on your e-mail mailing list) met in Houston, Texas, and signed a General Assembly Resolution (of the VWAC) accusing Vien Linh of pocketing the money that was meant for the Vietnamese writers in prison in Vietnam. Mrs. Joanne Leedom-Ackerman, who was then chairperson of the Writers in Prison Committee/PEN International, had subsequently attested to the fact that at no time Vien Linh received any money from International P.E.N. to send it to Vietnam. The charge in the Houston resolution was thus pure fabrication and slander, and collective slander at that. All of these are in London’s files. The incident did not concern me personally, so I have nothing to gain or lose in the case. But it should tell me and you, as well as the vast majority of VWAC members who are aware of the case, that we are dealing with a bunch of crooks.

Yet what do we see? We see that Doan Huu Dinh is now made head of the organizing committee for the RCC and even though the official list of candidates is not yet made public--which is strange since it means that less than two months before the actual convention, no one is yet informed of who the candidates are--what you, Mr. Carlbom, are doing is to enthrone Mrs. Minh Duc Hoai Trinh. Please mark my word and see if it does not turn out that way!

2. Flouting of the International P.E.N. Charter

The Regulations of International P.E.N., Part I, Article 3, Membership of Centres, specifically say the following: "(d) A Centre shall exclude a member if it finds his or her conduct blatantly inconsistent with the spirit of the PEN Charter. (e) A Centre shall immediately inform the International Secretariat of any member disqualified under Article 3(d)." By letter of November 30, 2000, I have informed you of the wrongdoings of several of the VWAC members with whom you are trucking now. Yet you chose to do nothing about it, you even failed to inform your correspondents that there is a problem with some people according to the International P.E.N. Charter. In which case is there any meaning left to the above cited regulations? Are you yourself, Mr. Carlbom, not in violation of those regulations?

The P.E.N. Charter also says: "Membership of PEN is open to all qualified writers, editors and translators who subscribe to these aims, without regard to nationality, language, race, colour or religion." It also specifies that "Membership of PEN shall be confined to writers, editors and translators qualified by reason of literary merit or body of work, who subscribe to the aims of the Charter..." When I based myself on these provisions to speak about the doubtful qualifications of some current members of the Vietnamese Centre, you responded that you have no concern about whether a person is "a real writer" or whether he/she is "a good writer or a bad writer." True enough, it is not up to us, you or me or anyone else, to determine whether a person is a good or bad writer but it should concern us (including International P.E.N.) that he or she be "a writer." Your contended in your letter of October 15, 2000, that "the main aims of the Organization is to ‘promote literature’ and to ‘protect freedom to write.’ We do not consider Centres can define themselves as to to be an ‘academy’ of limited numbers--membership must be open." In doing so, you are deliberately distorting the views of many of us and riding roughshot over the autonomy of the Vietnamese Centre: (1) Yes, "membership must be open" but only to "writers" bad or good, not to crooks and beggars or anyone off the street (even a spring roll maker, Mrs. Banh Ngoc Dieu, as in the Ontario Chapter- Treasurer of the Executive Board !); (2) What a Centre defines itself to be--in trying to keep a standard--is its own business, not International P.E.N.’s and certainly not yours. That is why the French or the American P.E.N. all have their standards for membership: Do you at any one point contemplate to challenge their definition of who should qualify to be their members?

Yet in your January 19, 2001, you even dared to write: "I cannot enter into discussions about who is good and who is bad, even less who is a good writer or a bad writer." Of course, you cannot, nor should we, but that is besides the question. Good or bad does not enter the discussion but whether a person is a writer or not, by some sort of standard, should.

3. Misrepresentation of the Moscow Resolution

The Moscow Resolution said specifically: "Request the International Secretary to take all steps necessary to achieve a legitimately reunited Vietnamese Writers Abroad Centre..." What the RCC is doing is clearly NOT to try to "legitimately reunite" the VWAC, the original one that was put in "dormant" state by the Edinburgh Resolution. You have thus overstepped the power delegated to you by the Moscow Resolution and your "carte blanche" certainly does not include the creation of a new Centre.

4. A pre-fabricated Executive Board

What you are doing is simply to put a veneer of respectability on what is a one-sided pre-fabricated solution. In several letters to Mrs. Minh Duc Hoai Trinh (26 October 2000, 5 November 2000, and 23 November 2000), you deliberately put Vietnamese Writers Abroad Centre under her name--you stopped doing that only when I raised my objection to it. That shows that you knows all the tricks of the trade! And as early as October 26, 2000, it was widely learned (through leaks but never officially) that the new Executive Board which is going to present itself at the RCC consisted of the following:

  • - Minh Duc Hoai Trinh, President

  • - Pham Kim Thu, First Vice President

  • - Tran Thy Van, Second Vice President

  • - Nguyen Duc An, Secretary General

  • - Nguyen Van Thong, Treasurer

I can assure you with 100 percent certainty that you will be presiding at the so-called "election" of that Board come next March 24 and 25, 2001. Unless that such was your intention, you will end up being a tool made to preside at a "pre-fabricated solution" like that. In that case, do you think there is any reason for anyone else--except one side of the conflict within our Centre--to be there?

But it seems that your position is already taken well ahead of time. When I gave you evidence that they even threatened me--indirectly, of course--to harm me bodily (not being able to guarantee my security), you simply brushed aside (by e-mail of 21 December 2000) as a matter of no concern.

5. Letter written in absolute confidentiality

I write this letter to you in absolute confidentiality. I am not asking for an answer as none is needed. I write the letter to you now because I do not wish to be an after-the-fact soothsayer. I lay it all out to you so you can see how much of the above scenario is playing out. The RCC will take place, no doubt, and you will be there seeing very little and understanding nothing--because they will translate for you only what they want you to hear. They will even go so far as to mistranslate for you what they do not want you to understand. In other words, you will end up presiding and being witness to a drama that goes on like a silent movie of Charlie Chaplin!

And yet, I can understand it’s too late for you to shift gears now. So I wish you all the luck that you will need. I can also understand that with all the imperfections of the RCC that one can foresee right from now, you will have no choice but to seek an International P.E.N. General Assembly ratification of your work in Macedonia.

But please understand also that the RCC will not be a real solution to the split that has been plaguing our Centre. In fact, it is more than likely that it will make it worse as the end result will earn much opprobrium in the Vietnamese community at large.

What is left for us--people who do not accept to play the game--to do will be to wait until the farce is played out in March. We will then be compelled to lay out the whole story in the press and inform the Executive Board of International P.E.N. of what has transpired.

Moät söï ñieàu giaûi leäch laïc:

Baø Joanne Leedom-Ackerman, luùc baáy giôø laø chuû tòch UÛy Ban Vaên Ngheä Só Bò Caàm Tuø cuûa VBQT, sau ñoù ñaõ thò thöïc söï kieän laø chöa bao giôø oâng Vieân Linh nhaän ñöôïc tieàn töø VBQT ñeå chuyeån veà Vieät Nam. Ñieàu toá caùo oâng VL trong ‘nghò quyeát’ Houston do ñoù laø moät söï bòa ñaët vaø phao vu hoaøn toaøn, moät söï phao vu phæ baùng taäp theå. Taát caû nhöõng döõ kieän naøy ñeàu coù trong hoà sô ôû Luaân Ñoân [cuûa VBQT]. Vuï naøy hieån nhieân khoâng coù gì dính daùng ñeán caù nhaân toâi, do ñoù toâi khoâng coù ñieàu gì ñeå ñöôïc hay maát trong vuï naøy. Nhöng noù ñuû roõ ñeå phaûi baûo caû cho oâng laãn toâi, cuõng nhö haàu heát nhöõng hoäi vieân VBVNHN naøo maø bieát chuyeän, laø chuùng ta ñang ñöùng tröôùc moät boïn löu manh.

Nhöng roài, ta troâng thaáy gì? Nay ta troâng thaáy laø oâng Ñoaøn Höõu Ñònh ñöôïc laøm tröôûng ban toå chöùc Ñaïi Hoäi Laäp Hieán Taùi Laäp (VBVNHN) vaø daàu nhö danh saùch chính thöùc caùc öùng cöû vieân chöa ñöôïc phoå bieán ra ngoaøi coâng chuùng—moät ñieàu khaù laï vì theá coù nghóa laø chöa ñaày hai thaùng tröôùc Ñaïi Hoäi, vaãn khoâng coù ai ñöôïc bieát öùng vieân laø ai—theá cuõng coù nghóa laø chính oâng, oâng Carlbom, oâng ñang goùp söùc ñöa baø Minh Ñöùc Hoaøi Trinh leân ngoâi. Xin oâng haõy nhôù laáy ñieàu toâi noùi ôû ñaây, vaø ñeå oâng xem xem söï theå coù seõ xaûy ra ñuùng nhö theá khoâng?

Baát caàn Hieán Chöông VBQT

Nhöõng baûn vaên quy ñònh caùch aùp duïng Hieán Chöông VBQT, Phaàn I, Ñieàu 3, Tính Caùch Hoäi Vieân cuûa caùc Trung Taâm, noùi roõ raøng minh baïch ñieàu sau ñaây: ‘(d) Moät Trung Taâm seõ loaïi tröø moät hoäi vieân neáu haønh xöû cuûa hoäi vieân ñoù ñöôïc khaùm phaù ra laø loä lieãu ñi ngöôïc laïi tinh thaàn cuûa Hieán Chöông VBQT. (e) Moät Trung Taâm seõ thoâng baùo ngay laäp töùc tôùi vaên phoøng Toång Thö Kyù Quoác Teá teân cuûa baát cöù hoäi vieân naøo bò maát tö caùch döôùi Ñieàu 3(d).’ Baèng thö ñeà ngaøy 30-11-2000, toâi ñaõ thoâng baùo ñeán oâng nhöõng vieäc laøm sai traùi cuûa moät soá caùc thaønh vieân VBVNHN, nhöõng con ngöôøi maø oâng hieän ñang laøm aên vôùi hoï. Khoâng nhöõng oâng khoâng laøm gì, oâng laïi coøn khoâng caû thoâng baùo vôùi nhöõng ngöôøi thö töø vôùi oâng laø hieän coù vaán ñeà trong tröôøng hôïp cuûa moät vaøi nhaân söï theo ñuùng ngay Hieán Chöông VBQT. Trong tröôøng hôïp ñoù thì thöû hoûi nhöõng baûn vaên treân coøn coù nghóa lyù gì? Thöa oâng Carlbom, khoâng phaûi chính oâng ñang vi phaïm nhöõng ñieàu leä treân thì laø gì?

Hieán Chöông VBQT cuõng coù ñoaïn noùi: ‘Ñöôïc laøm hoäi vieân Vaên Buùt taát caû nhöõng ai hoäi ñuû tö caùch laøm nhaø vaên, nhaø bieân taäp vaø dòch giaû maø tuaân thuû nhöõng muïc ñích treân, baát keå quoác tòch, ngoân ngöõ, chuûng toäc, maøu da hay toân giaùo.’ Hieán Chöông cuõng ghi roõ laø ‘Vieäc laøm hoäi vieân Vaên Buùt seõ ñöôïc giôùi haïn vaøo nhöõng nhaø vaên, bieân taäp vieân vaø dòch giaû naøo hoäi ñuû tö caùch vì coù phaåm chaát vaên chöông hay löôïng saûn phaåm maø chaáp thuaän nhöõng muïc ñích cuûa Hieán Chöông...’ Khi toâi döïa vaøo nhöõng ñieàu khoaûn ñoù ñeå noùi veà nhöõng tö caùch khaû nghi cuûa moät soá hoäi vieân hieän naèm trong Trung Taâm VBVNHN thì oâng laïi baûo oâng khoâng quan taâm chuyeän ngöôøi ñoù coù ‘laø nhaø vaên thöïc thoï’ hay khoâng, hay laø ngöôøi aáy laø ‘nhaø vaên hay hoaëc nhaø vaên dôû.’ Quaû theá, coâng vieäc cuûa chuùng ta, oâng hay toâi hay baát cöù ai khaùc, ñeàu khoâng phaûi laø quyeát ñònh ai vieát hay vieát dôû, nhöng chaéc chaén ñieàu chuùng ta (keå caû VBQT) caàn quan taâm laø ngöôøi ñoù coù laø ‘nhaø vaên’ hay khoâng. Trong thö ñeà ngaøy 15-10-2000 cuûa oâng, oâng caû quyeát laø ‘nhöõng muïc ñích chính cuûa Toå chöùc (VBQT) laø "phaùt huy vaên hoïc" vaø "baûo veä quyeàn töï do vieát laùch." Chuùng toâi khoâng cho raèng caùc Trung Taâm (hoäi vieân VBQT) coù theå töï ñònh nghóa mình thaønh moät loaïi "haøn laâm"daønh cho moät soá ít ngöôøi—vieäc laøm hoäi vieân phaûi ñöôïc môû roäng.’ Noùi theá laø oâng ñaõ coá yù xuyeân taïc quan ñieåm cuûa nhieàu ngöôøi trong chuùng toâi vaø oâng ñaõ chaø ñaïp leân quyeàn töï trò cuûa Trung Taâm Vieät Nam: (1) Vaâng, ñuùng theá, ‘vieäc laøm hoäi vieân phaûi môû roäng’ nhöng noù cuõng chæ môû roäng cho ‘nhöõng nhaø vaên’ maø thoâi, hay dôû gì cuõng ñöôïc, chöù khoâng theå cho keû baát löông hay ngöôøi aên maøy hay baát cöù ai nhaët ôû ngoaøi ñöôøng vaøo (nhö tröôøng hôïp moät ngöôøi laøm nem chua ôû Trung Taâm Ontario); (2) Trong vieäc duy trì moät tieâu chuaån hoäi vieân, moät Trung Taâm coù quyeàn töï ñònh nghóa cho mình nhöõng tieâu chuaån ñoù, ñoù laø vieäc cuûa hoï vaø roõ raøng khoâng phaûi laø vieäc cuûa VBQT, nhaát laø cuûa caù nhaân oâng. Chính vì lyù do ñoù maø Trung Taâm Vaên Buùt Phaùp cuõng nhö Trung Taâm Vaên Buùt Hoa Kyø ñeàu coù tieâu chuaån veà taùc phaåm cho hoäi vieân cuûa hoï: Lieäu oâng coù daùm nghó ñeán thaùch thöùc ñònh nghóa cuûa hoï veà tieâu chuaån naøo cho pheùp trôû thaønh hoäi vieân cuûa hoï khoâng?

Vaäy maø trong thö ngaøy 19.1.2001 cuûa oâng, oâng daùm vieát: ‘Toâi khoâng theå ñi vaøo thaûo luaän chuyeän ai hay ai dôû, laïi caøng khoâng theå baøn ai laø moät nhaø vaên hay, moät nhaø vaên dôû.’ Ñaõ haún laø nhö vaäy, vaø chuùng toâi cuõng theá thoâi, nhöng ñoù khoâng phaûi laø vaán ñeà. Chuyeän vieát hay vieát dôû khoâng naèm trong vieäc thaûo luaän cuûa chuùng ta, nhöng chuyeän moät ngöôøi coù laø nhaø vaên hay khoâng—döïa treân moät tieâu chuaån naøo ñoù—thì nhaát quyeát phaûi naèm trong vieäc thaûo luaän cuûa chuùng ta.

Giaûi thích sai Nghò Quyeát Maïc Tö Khoa

Nghò Quyeát Maïc Tö Khoa noùi roõ raøng: ‘Request the International Secretary to take all steps necessary to achieve a legitimately reunited Vietnamese Writers Abroad Centre...’ (Yeâu caàu oâng Toång Thö Kyù Quoác Teá coù nhöõng bieän phaùp caàn thieát ñeå ñaït tôùi moät Trung Taâm VN Haûi Ngoaïi thoáng nhaát moät caùch chính ñaùng...’). Ñieàu maø Ñaïi Hoäi RCC ñang laøm roõ raøng KHOÂNG PHAÛI LAØ ‘thoáng nhaát moät caùch chính ñaùng’ Trung Taâm VBVNHN, nghóa laø Trung Taâm cuõ maø Nghò Quyeát Edinburgh ñaõ ñaët trong tình traïng ‘nguû.’ Roõ raøng laø oâng ñaõ vöôït quaù thaåm quyeàn oâng ñöôïc giao phoù bôûi Nghò Quyeát Maïc Tö Khoa vaø caùi ‘carte blanche’ cuûa oâng khoâng theå ñi xa ñeán choã baát keå moïi söï vaø döïng ra moät Trung Taâm môùi.

Moät Ban Chaáp Haønh tieàn cheá

Ñieàu maø oâng ñang laøm laø boâi moät lôùp sôn khaû kính leân treân moät giaûi phaùp tieàn cheá. Trong khoâng ít böùc thö cho baø Minh Ñöùc Hoaøi Trinh (caùc ngaøy 26-10, 5-11 vaø 23-11-2000) oâng ñaõ coá yù vieát ‘Trung Taâm VBVNHN’ döôùi teân cuûa baø ta—oâng chæ ngöng laøm ñieàu ñoù sau khi toâi ñaõ phaûn ñoái loái laøm vieäc ñoù. Vaø ngay töø ngaøy 26-10-2000, ngöôøi ta ñaõ bieát moät caùch roäng raõi (qua nhöõng lôøi ræ tai tuy khoâng bao giôø ñöôïc ñöa ra chính thöùc) laø taân Ban Chaáp Haønh (VBVNHN) seõ ra maét Ñaïi Hoäi RCC goàm coù:

  • Baø Minh Ñöùc Hoaøi Trinh, Chuû Tòch

  • OÂng Phaïm Kim Thö, Ñeä nhaát Phoù Chuû Tòch

  • OÂng Traàn Thy Vaân, Ñeä Nhò Phoù Chuû Tòch

  • OÂng Nguyeãn Ñöùc An, Toång Thö Kyù

  • OÂng Nguyeãn Vaên Thoâng, Thuû Quyõ

Toâi xin cam ñoan vôùi oâng laø chaéc chaén 100 phaàn traêm, oâng seõ chuû toïa cho vieäc "baàu cöû" ra Ban Chaáp Haønh ñoù vaøo hai ngaøy 24 vaø 25-3-2001 tôùi ñaây. Tröø phi ñoù laø chuû yù cuûa oâng, chöù khoâng thì oâng seõ bieán thaønh coâng cuï ñöôïc ñaët ngoài vaøo moät "giaûi phaùp tieàn cheá" nhö theá ñoù. Vaø neáu tình hình ñuùng nhö theá thì thöû hoûi, oâng nghó coøn coù lyù do naøo cho ngöôøi khaùc ñeán döï Ñaïi Hoäi—tröø moät phe trong cuoäc tranh chaáp nhö ta ñaõ roõ.

Daàu sao, xem chöøng oâng cuõng ñaõ tính tröôùc töø laâu nhö theá roài. Böõa toâi ñöa cho oâng xem baèng chöùng laø hoï ñe doïa—moät caùch giaùn tieáp, hieån nhieân roài—an ninh caù nhaân cuûa toâi (hoï baûo hoï khoâng theå ñaûm baûo an toaøn cho toâi) thì oâng chæ gaït ñi (baèng e-mail cho toâi ngaøy 21-12-2000) xem ñoù khoâng phaûi laø ñieàu oâng caàn ñeå yù.

Thô vieát Maät hoaøn toaøn tôùi oâng

Toâi vieát laù thö naøy cho oâng nhö moät laù thö tuyeät ñoái maät. Toâi khoâng xin oâng traû lôøi vì ñieàu ñoù khoâng caàn thieát. Sôû dó toâi vieát cho oâng ñeå oâng thaáy laø toâi khoâng muoán thaønh ngöôøi noùi haäu. Toâi veõ heát caû taán kòch ra cho oâng ñeå oâng thaáy noù seõ ñöôïc thöïc hieän nhö theá naøo. Ñaïi Hoäi RCC seõ xaûy ra, chaéc roài, vaø oâng cuõng seõ coù maët ñeå khoâng troâng thaáy gì laém vaø laïi coøn hieåu ít hôn nöõa—vì hoï seõ chæ dòch cho oâng caùi gì hoï muoán oâng nghe thaáy. Hoï daùm ñi xa ñeán ñoä seõ dòch sai cho oâng nhöõng ñieàu hoï khoâng muoán oâng nghe thaáy nöõa. Noùi caùch khaùc, oâng seõ ngoài chuû toïa vaø chöùng kieán moät taán kòch chaúng khaùc gì moät cuoán phim caâm cuûa Charlie Chaplin!

Toâi cuõng hieåu laø ñoåi soá xe cuûa oâng vaøo giôø naøy thì ñaõ quaù muoän. Do vaäy neân toâi chæ bieát chuùc oâng nhieàu may maén. Toâi cuõng coù theå hieåu ñöôïc töø giôø laø vôùi taát caû nhöõng caùi baát toaøn cuûa Ñaïi Hoäi RCC maø ta coù theå tieân ñoaùn töø giôø, oâng cuõng seõ khoâng coù löïa choïn naøo ngoaøi caùch xin Ñaïi Hoäi Ñoàng VBQT pheâ chuaån keát quaû cuûa coâng vieäc oâng laøm ôû Macedonia.

Nhöng toâi cuõng xin oâng hieåu cho laø Ñaïi Hoäi RCC seõ khoâng mang laïi moät giaûi phaùp thöïc söï cho söï beå ñoâi trong Trung Taâm VBVNHN. Ngöôïc laïi, chuyeän gaàn nhö chaéc chaén seõ xaûy ra laø söï chia reõ trong haøng nguõ chuùng toâi seõ teä hôn do keát quaû cuûa Ñaïi Hoäi kyø naøy, vaø noù seõ bò coäng ñoàng Vieät Nam cuûa chuùng toâi xem laø moät söï sæ nhuïc.

Chuyeän coøn laïi cho chuùng toâi—nhöõng ngöôøi khoâng chòu vaøo troøng—laø chôø cho taán hí kòch dieãn cho xong vaøo thaùng Ba. Chuùng toâi buoäc loøng seõ phaûi ñem heát caâu chuyeän ra phôi baày treân maët baùo cuõng nhö töôøng trình cho Ban Chaáp Haønh VBQT veà nhöõng chuyeän gì ñaõ xaûy ra.
